The clocks are drawn in code from exact angles (the minute hand turns 6 degrees per minute and the hour hand moves smoothly with the minutes), so hand positions are never off. The hour hand is always drawn at the true angle for the time, so a clock at 4:45 has its hour hand close to the 5, just like a real one.

A quarter of an hour is 15 minutes, so the minute hand lands on the 3, the 6, the 9 or the 12; the reference page on counting minutes explains why.
